PACQUIAO PROCLAIMED, CELEBRATES BEFORE GETTING DOWN TO WORK

Pound-for-pound king and ?Fighter of the Decade? Manny Pacquiao has been officially proclaimed as the duly elected representative of the lone congressional district of Sarangani before a huge crowd at the Sarangani capitol building at around 10:30 p.m. Thursday.

61 year old Roy Chiongbian conceded after Pacquiao was headed for a landslide victory and one of the businessman?s key supporters, Sarangani governor "Migs" Dominguez was at Pacquiao?s proclamation and ?greeted Manny and chatted for a while? according to Pacquiao?s adviser Michael Koncz. Pacquiao will take his oath in Manila on June 30.

Koncz disclosed that while Pacquiao ?is doing a little bit of planning? for the task ahead ?he is also doing a lot of celebrating because it was a longtime dream for him to become a congressman and he achieved that so he is in a celebrating mood.?

However, Koncz said Pacquiao ?is definitely starting discussions with various people? and that he had recommended to the congressman that he consult with longtime associates governor Luis ?Chavit? Singson and former Manila Mayor and Environment and Natural Resources secretary Lito Atienza.

Both close friends of Pacquiao will advise him on the need ?to put together a staff of qualified, knowledgeable and trustworthy people who would make his job easier.? Koncz said Pacquiao?s chosen chief-of-staff must be ?someone who has knowledge in the political arena.?

Koncz said he was optimistic that Pacquiao and Dominguez ?could do a lot of good for the province of Sarangani because they are both young and would make a helluva team.?

The adviser said he and Pacquiao have already discussed the opportunity to convince both local and foreign businessmen to invest in the province because ?he can utilize his boxing fame to good effect.?

Koncz said that ?with a good staff in Manila, Pacquiao can spend time "roaming the country and abroad to get foreign investments? even as he conceded that Top Rank promoter could be a major asset in this regard because of his connections with top Democrats in the US congress.

Koncz said if Pacquiao is surrounded by good people then he won?t have ?any stress or concerns when he is abroad training for a fight. That will be a key element.?
