MANILA (PNA) - Unknown to many, the Philippine Charity Sweepstakes Office, for nearly eight decades, has been at the forefront of the country?s sports development program and, likewise, the Filipino athletes? successful campaign in the different international sports arenas.

In fact, when the PCSO was created in 1934 under act 4130, the agency was the main source of funding for the then Philippine Amateur Athletic Federation, the governing body for amateur sports, which was the main beneficiary of the law.

Of the PAAF?s P2 million annual budget then, 50 percent or P1 million came from the sweepstakes draws where each of the some 20 national sports associations got an annual outlay of P30,000, enough to carry out their year-round development program as well as their athletes? participation in international competitions.

Several subsequent amendments to the law and the creation of the Philippine Sports Commission under Rep. Act 6847, the PCSO? role as the main source in funding sports requirements was transferred to the Philippine Gaming Corp.

The PCSO though, according to its present chair Margie Juico continued to live up to the challenge of its mandate in regards to sports, including that of helping uplift the quality of life of the Filipino people, particularly the disadvantaged sectors of society.

?No, PCSO?s role in the government?s sports development program did not stop upon the creation of the PSC,? Madam Juico asserted during last Friday?s SCOOP session at the Kamayan Restaurant along Padre Faura St. in Malate.

?Republic Act 6847 which established the Philippine Sports Commission in January 24, 1990 provided that the Charity Fund of PCSO from the proceeds of six sweepstakes or lottery draws per annum shall go to the PSC,? Juico said during the forum, sponsored by Powerade, AKTV and FILA.

?From 1997 to 2010, PCSO has given the PSC the amount of P241,480,730.61 as it played a vital role in the country?s participation in seven Southeast Asian Games, including the overall championship victory in 2005, four Asian Games and three Olympic Games,? she recalled.

In addition to the PSC?s share of the PCSO revenue, Ms. Juico disclosed, ?we have given grants individual Filipino athletes and teams that competed and brought honors to the country and our people to international competitions eskrima, track and field, Memory Games, cycling, gymnastics, boxing, tennis, body building and golf, among others.?

?If memory serves me right, I cannot remember the PCSO rejecting requests from any spots entities and individuals for assistance, especially in terms of assistance to participate in global tournaments,? she assured.

Quoting President Aquino in his inaugural address, Ms. Juico said: ?The Filipino people are our bosses, serve them well and fail them not in the delivery of basic services. I and the entire PCSO family say Amen to that.?

All revenues of PCSO according to her are split three ways: 15% for Operating, 30% for Charity and 55% for Prize Fund. ?Our charity fund takes care of Health programs, medical assistance and services and calamities which are national in character? the PCSO chair said.

?Likewise, we give individual medical assistance to ailing athletes and their relatives. Almost 46% of the 30% for charity goes to our mandated beneficiaries as provided in Republic Acts and Executive Orders.?
