PSC recovers P2 million from anomalous contracts

In line with President Nonoy?s thrust of cleansing the government of the anomalies inherited from the previous regime, the newly-constituted Philippine Sports Commission board has instituted measures towards attaining that purpose.

PSC chair Richie Garcia, in a recent interview, disclosed that his board, that included commissioners Chito Loyzaga, Buddy Andrada, Jolly Gomez and holdover Akiko Thomson has reviewed several contracts entered into by the past board with the end in view of straightening the irregularities committed, if there were any.

?The present PSC board is determined to set straight the agency?s operations, determine irregularities and anomalous transactions conducted in the past and file cases against officials and other individuals found to have been liable,? Garcia, who, incidentally, had been a commissioner twice before, said.

?The new PSC board will and continue to stand by the President?s battle cry, ?Kung Walang Corrupt, Walang Mahirap,? in the performance of our duties in regaining the smooth working relations with the Philippine Olympic Committee and the national sports associations and other key players,? Garcia declared.
?We will be doing this and our future projects to also win back the trust and confidence of the Filipino athletes, who we believe are the reasons of the agency?s existence,? he said.
?This attained, we will then start a reinvigorated program aimed at putting muscle to the government?s sports development program disrupted by the supposed graft and corrupt practices committed before we came,? he said.

After only three months and-a-half since assuming office, the five-man board has unearthed, among others, abnormalities on contracts and violations on certain laws, particularly Rep. Act 9184, otherwise known as the Government Procurement Reform Act and RA 3019 or the Anti-Graft and Corrupt Practices Act.
Garcia said that upon investigation, the previous board entered into an addendum to the contracts of service of security and janitorial services that provided for additional personnel violating the original deal that undergone bidding procedures.
The board, thus, after receipt of reports from those concerned, terminated such addendum, in the process saving P1.3 million and P1.9 million from the security and janitorial service expenses, respectively.

It was also found out that during the brief 17 months stint of the previous commission, the agency spent some P310 million on infrastructure projects and P81 million on goods and services without the benefit formal bidding and of board approval.
?After thorough investigation, appropriate charges has been recommended to be filed against those responsible for the irregularities,? Garcia assured.
