Top Rank promoter Bob Arum cannot believe what the Bureau of Internal Revenue has done in seizing the bank accounts of ?Fighter of the Decade? Manny Pacquiao claiming he had failed to declare his earnings in 2008 and 2009 in fights in the US and endorsements. Arum told the Manila Standard ?It is ridiculous. What do they want from the kid?? At the same time he criticized the timing of the BIR announcement after Pacquiao received a hero?s welcome following his rousing victory over Brandon ?Bam Bam? Rios to win the WBO International welterweight title in Macao last Sunday. Arum said ?the timing was absolutely terrible.? The world?s leading boxing promoter who is a Harvard law graduate and was a member of the US Attorney General?s staff under the late Robert Kennedy told us ?I?ve given them all the information including the exact dates the payments were made as well as the receipts from the US Internal Revenue Service (IRS). The whole thing.? He disclosed that the BIR wants ?a certified copy from the IRS? but pointed out that they tend to ?drag their heels? which means it will take some time. However, Arum noted that ?any (US) government document is valid and you don?t go back and ask for a certified copy.? Arum said the Filipino people ?have to be outraged? even as he claimed the BIR is in effect saying ?what we gave them is a scrap of paper.? In an earlier statement Arum told us that ?for each of Manny?s fights that occurred in the United States, including those in 2008 and 2009, Top Rank withheld 30% of Manny?s purse and paid those monies directly to the IRS via Electronic Fund Transfer (EFT). Top Rank has deposit confirmation for each payment. Top Rank has done the same for all US endorsements it has facilitated on Manny?s behalf.? The world?s top boxing promoter made it clear that Top Rank ?submitted copies of the EFT deposit acknowledgements to the Bureau of Internal Revenue as proof of payment. The BIR received the documents but directed Manny to obtain ?certified? documents directly from the IRS itself.? He added ?I am sure people appreciate, obtaining certified copies of documents from the IRS takes time. Manny made the formal request to the IRS and we have every expectation that the necessary documents will be furnished to the BIR very soon.? Pacquiao lamented the fact that the BIR froze all the funds he had in his bank accounts which prevented him from visiting the areas devastated by super typhoon Yolanda and to provide solace to his suffering countrymen to whom he had dedicated his spectacular victory over Brandon ?Bam Bam? Rios in Macao last Sunday. Arum was pained by the reality that Pacquiao ?has no money to help the people.? Asked whether the BIR issue would be a distraction in his desire to fight again in April, Arum was confident that Pacquiao ?will be mentally ready.The hassle is not going to last very much longer because he?ll get that resolved? even as said ?hopefully we?ll get the IRS certification now that there?s some publicity on it.?
