SP approves Bacolod Sports Dev?t Council By Jerome S. Galunan Jr. PhilBoxing.com Thu, 01 Dec 2011 BACOLOD CITY ? The Sangguniang Panlungsod of Bacolod City yesterday approved the ordinance establishing a comprehensive sports development program of Bacolod City including the repealing the City Ordinance No. 85 Series of 1993 and the City Ordinance No. 159 of 1996. The ordinance authored by Councilor Caesar Distrito and co-authored by Councilors Em Ang, Al Victor Espino and Mona Dia Jardin. Distrito chairs the Committee on Laws, Ordinances and Good Governance. Based on the ordinance, the Bacolod Sports Development Council (BSDC) will be responsible for facilitating interaction and coordination between the citizen and the city in so far as sports program is concern. It is further stated in the ordinance that the local authorities are responsible for providing the appropriate level for various sports program that would enhance the physical, socio-cultural and camaraderie among the citizens of Bacolod. On the other hand, one of the main reasons of passing this ordinance is the absence of a clear sports development program in the city that hampers the training and development of new athletes that could compete in the local and international competitions. The council will be composed of the City Mayor as chairman, an SP member as vice-chairman, while the members will come from different accredited sports associations to be appointed by the City Mayor, Negros Occidental Private Schools Sports, Cultural and educational Association (NOPSSCEA), Association of Christian Schools International (ACSI), DepEd Schools Division Superintendent, private sectors, Liga ng mga Barangay, SK Federation, representative of the Association of Student Government Association of Bacolod, representative f athletes? association, the City Treasurer?s Office and Office of Youth and Sports Development (OYSD). An amount of P5 million pesos was the proposed initial appropriation for this program which shall be taken from the City?s General Fund. Likewise, a Special Trust Fund will be created for purposes of supporting the various sports program of the Sports Council. The fund shall be taken from the P1.00 levy that a moviegoer shall pay in all cinemas in the city as well as in all cockpits within the city?s premises. Also cited in the ordinance is the implementation of Palarong Pambarangay wherein the winners shall compete in the Palarong Panlungsod. These events are aimed at discovering competitive and deserving athletes from the grassroots level. A separate event for Persons with Disabilities (PWDs) was also included in the ordinance, for the improvement of their total well being and to uplift their involvement in the society.
