THE 16TH SCOUT NATIONAL JAMBOREE By Maloney L. Samaco PhilBoxing.com Wed, 28 Oct 2015 "The sport in Scouting is to find the good in every boy and develop it," said British actor Robert Powell. TAGUM CITY ? Some 23,000 scouts joined the week-long 16th National Scout Jamboree of the Boy Scouts of the Philippines here which began on Saturday, 24 October 2015. The organizers expected only 10,000 participants but the actual attendance turned out to be more than double the anticipated number of scouts. Vice President Jejomar Binay, President Boy Scouts of the Philippines, was the keynote speaker while Congressman Manny Pacquiao inspired the boys and some girls with their adult leaders. Pacquiao's presence was a proof that scouting like sports develop the youth to become good and disciplined citizens and let them stay away from harmful vices. Heavy rains did not threaten the hearts of the scouts as they braved the downpour and thunderstorms which soaked the participants, including this writer, during the opening parade and program at the Energy Park, the main venue of the Jamboree. The Jamboree's theme is ?Peace and Development Through Scouting?, a proof that scouts are messengers of peace and the youth of all regions, of different creed, culture and stature are gathered together for a common cause. "The weeklong national jamboree is aimed to provide a progressive, safe and enjoyable learning environment for the scouts in a bid to enhance their physical, social, mental, emotional and spiritual potentials," said Tagum City Mayor Allan Rellon, who served as the Jamboree Camp Chief. The participants underwent high-adventure activities, including community service projects related to the programs of World Scouting which include Environment Education, Peace Education and Development Education through the Messengers of the Peace Initiatives, World Scout Environment Program and the Scouts of the World Award. Joining the scouts from 118 local councils from different cities and provinces nationwide, were some 100 scouts from other countries as foreign delegations, including India, Nepal, Ghana, Singapore, and Malaysia. Presidential Proclamation No. 1326, signed by then President Ferdinand E. Marcos on October 1, 1974, declared every October as the ?National Scouting Month.?
