LETTER TO THE EDITOR: UNCONSCIOUS DESECRATION OF THE PHILIPPINE FLAG

Once again, this early, let?s remind the Consular Officials in the United States, the Philippine Sports Commission and other government officials who I am sure some of them will personally see the PACQUIAO-BARRERA FIGHT on October 7 to closely supervise the ?Team Pacquiao? regarding the correct handling of our National Anthem and National Flag in compliance with The Flag and Heraldic Code of 1998 (RA8491) and its Implementing Rules and Regulations (IRR) issued by The National Historical Institute (NHI) on January 30, 2002.

The most commonly violated provisions of the Code during sport competitions are the following:

RA8491 Chapter II Section 37 and IRR Rule 4 Chapter II Section 42. The rendition of the National Anthem whether played or sung, shall be in accordance with the arrangement and composition of Julian Felipe in its original Filipino lyrics and march tempo. (It shall not be sung and interpreted in any other way as if it is only an ordinary song.)

RA8491 Chapter II Section 38 and IRR Rule 4 Chapter II Section 43. When the National Anthem is played at a public gathering, whether by a band or by singing or both, the attending public shall sing the Anthem with fervor with their right palms placed over their left chests. (The athlete shall not do otherwise.)

RA8491 Chapter I.B. Section 10 and IRR Rule 3 Chapter I.B. Section 15. The National Flag if flown (horizontally) from a flagpole shall have its blue field on top (and the red field below) in time of peace, or the red field on top (and blue field below) in time of war. (The Flag shall be tied at the top of a flagpole at its hoist or sun and stars side.)

If in a (vertical) hanging position, the blue shall be to the left (observer?s point of view) (and the red field shall be to the right (observer?s point of view) in time of peace, or the red field to the left (observer?s point of view) (and the blue field to the right (observer?s point of view) in time of war.

RA8491 Chapter I.B. Section 16.e. and IRR Rule 3 Chapter I.B. Section 21.e. The National Flag may be displayed flat against the wall vertically with the sun and stars on top. (The positions of the blue and red field are same as in preceding paragraph.)

RA8491 Chapter I.I. Section 34.b. and IRR Rule 3 Chapter I.I. Section 39.b. It shall be prohibited to dip the National Flag to any person or object by way of compliment or salute. (The Flag shall not be wrapped around the shoulders of the athlete or of anybody.)

RA8491 Chapter I.I. Section 34.d.2. and IRR Rule 3 Chapter I.I. Section 39.d.2. It shall be prohibited to display the National Flag horizontally face up. It shall always be hoisted aloft (on a flagpole) and be allowed to fall freely.

RA8491 Chapter I.I. Section 34.e. and IRR Rule 3 Chapter I.I. Section 39.e. It shall be prohibited to wear the National Flag in whole or in part as a costume or uniform.

RA8491 Chapter I.I. Section 34.f. and IRR Rule 3 Chapter I.I. Section 39.f. It shall be prohibited to add any word, figure, mark, picture, design, drawings, advertisement or imprint of any nature on the National Flag. (This provision has been repeatedly violated by the ?Team Pacquiao.?)

In addition, if displayed and pasted horizontally on wall, the National Flag shall have its sun and stars (hoist side) at the left (observer?s point of view), the blue field on top and the red field below. And if in decals, stickers or patches forms on sides of uniforms and caps, and on sides of vehicles, the National Flag shall be pasted on the left side where the sun and stars shall always be pointing to the forward direction of the vehicles and persons wearing the uniforms/caps. Pasting it otherwise will show the Flag moving backward when the person or vehicle is moving forward. (This is in conformance with IRR Rule 3 Chapter I Section 14 which states that, ?On all aircraft of Philippine registry, the National Flag shall be prominently displayed (pasted/painted) horizontally on its fuselage with the hoist side pointing to the forward direction of the plane.)

I would personally suggest to these officials and the manager of the ?Team Pacquiao? to purchase the illustrated (in color) IRR pamphlet at the NHI for them to fully understand the Code.

Let us further remind these officials that failure or refusal to observe the provisions of Code and any violation of the corresponding IRR shall be penalized in accordance with RA8491 Chapter VII Sections 48, 49 and 50.
