EXCLUSIVE REPORT from Sarangani, Philippines, May 11, 2010, 1 a.m. Philippine Time – All signs point to
Manny Pacquiao winning the congressional contest in the lone district of Sarangani, except in the capital of Sarangani, Alabel, which heads out too close to call, as of this press time, Loue Martinez of the Investigative Agency of Journalists exclusively reports.
Martinez and his team of journalists, whose political survey is fully financed by this writer,says Alabel is the commercial and services center which boasts a total voting population of 33,071 voters, according to the last general elections in 2007. It has a total of twelve barangays,which voting population percentage constitutes about 19% of the total voters of the province of Sarangani, inclusive of the first-time voters.
According to the last general elections, it has a total voting population of 222,912 voters.
Pacquiao is said to be winning by a huge margin in Kiamba, Glan, Maasin, Maitum and Malungon. No official figures yet are officially released by the Commission on Elections.
Even though the Commission on Elections initially had server problems pertaining to downloading election results,evertything was resolved quickly. No apparent irregularities were reported, Martinez says.
“The precinct count optical scan helps tremendously in providing fast, accurate results of the elections,” Martinez adds. “However, to prevent partiality, specific figures of the Sarangani’s election results will be available for official declaration once they are officially presented by the Commission on Elections by noon today.”
If the final figures confirm Pacquiao as the new congressman of the Sarangani, then the Commission on Elections will immediately make that declaration, according to Martinez.
Pre-election polls survey conducted in Alabel, Glan, Kiamba, Maasin, Maitum Malapatan and Malungaw by the Investigative Agency of Journalists showed 66% +/-3 favored Pacquiao , 33.09% +/- 3 for Chongbian and the remaining of which only 1% was determined as undecided.
