THE Cebu City Council yesterday approved en masse a resolution conferring a certificate of recognition to Emmanuel ?Manny? Pacquiao for coming up with an earth-shaking upset over Mexican featherweight great Marco Antonio Barrera recently.
In a resolution she penned, Carmelita L. Piramide cited Pacquiao?s victory exemplifies pride and honor for the Filipinos and an inspiration to athletes in the country.
Pacquiao entered the ring as a 1-4 underdog, but the former bakery worker from General Santos City transformed the bout into a virtual mismatch in his favor.
