A CEBU-BASED international boxing judge has filed administrative and criminal complaints before the Office of the Ombudsman in the Visayas against the former chairman of the Games and Amusement Board (GAB).
Edward Ligas, also a media personality, yesterday filed complaints for grave misconduct, abuse of authority, graft and qualified trafficking against Juan Ramon Guanzon, who is currently the secretary general of the Oriental Pacific Boxing Federation (OPBF) and a consultant for boxing at GAB.
?He is a disgrace to boxing community. He should resign as OPBF secretary general and consultant of GAB,? Ligas told a group of sportswriters a few hours after he filed the charges.

Ligas asked the anti-graft office to investigate Guanzon after the former GAB chairman allegedly issued a boxing license to a woman from Mabalacat, Pampanga that allowed her to travel to Australia.
Ligas alleged that the woman was not a boxer and that she only applied for a boxing license so she could travel to Australia to be with her boyfriend.

In his affidavit-complaint, Ligas said it was in September 11, 2013 when the woman applied for a boxing a license with GAB as a professional boxer.
Two days later, according to Ligas, Guanzon issued a boxing license. Then on September 26, 2013, Guanzon allegedly issued a Letter of Authority to the commissioner of the Australian National Boxing Federation stating that the Filipina woman ?is licensed by GAB and authorized to participate? in a boxing event in Malvern, Australia.
Guanzon also allegedly wrote a letter to the Consul General of Australia asking for the issuance of a Travel Visa to the woman.
Ligas alleged that GAB, through the respondent, was used by the woman?s boyfriend so she could travel to Australia and be with him.
Ligas alleged that the couple have broken up and it was found out that the woman was sexually molested for almost four years.
?The respondent maliciously used his government position to attain and accomplish these illegal acts by issuing false certificates and facilitating those fake documents which are tantamount to qualified human trafficking or human smuggling,? said Ligas in his affidavit-complaint.
