I agree with your suggestion of having a winner per round in a boxing match.
But to really minimize further having draws after a fight, the number of rounds should be increased to 13, an odd number. Because in 12 rounds, Boxer A may have 6 rounds of 10-9 and Boxer B may also have 6 rounds of 10-9. So after 12 rounds, it’s a draw.
