Sulaiman lobbied for Pacquiao?s No. 3 rating following the request made by his long-time friend, sportsman-lawyer Rudy Salud, who told Sulaiman that handlers of Pacquiao are aspiring to fight under the umbrella of the Mexico-based ruling body.
Pacquiao?s inclusion in the latest ratings stemmed from his incredible 11th-round knockout of Marco Antonio Barrera in Texas on November 15.
